The programme
A combined authority, seven councils and a network of delivery partners
The programme brings together a combined authority, its seven constituent councils and a wider network of delivery partners working across housing retrofit, energy efficiency and place-based decarbonisation.
The organisation required a central data capability that could support both immediate programme reporting and the longer-term evaluation of environmental, financial, operational and social outcomes.
Relevant information was being generated across multiple systems and organisations: property records, retrofit interventions, delivery milestones, smart-meter readings, environmental telemetry, indoor temperature, air-quality measurements, building-management-system data and submissions from external programme partners. Without a common data foundation, the programme faced a risk of inconsistent definitions, incomplete submissions, duplicated records and a heavy reliance on manual reconciliation.
The challenge

Regional retrofit programmes generate data across numerous organisations, technologies and delivery stages. Individual councils and delivery partners often use different operational processes, templates, identifiers and reporting structures. Sensor and telemetry information may arrive at a different frequency and level of detail from manually maintained programme submissions.
The organisation therefore needed to address several related challenges:

Data quality
Automating quality controls across fragmented submissions
Data quality was treated as an operational capability rather than a one-off cleansing activity. A framework of automated validation controls runs across the pipeline, helping identify issues before they reach final reporting outputs and aligning submissions with programme and retrofit reporting standards such as PAS 2035.
Invalid or incomplete records can be separated for investigation without preventing valid data from continuing through the reporting process. This reduces the need for analysts to repeatedly inspect entire datasets and lets teams focus on the exceptions that require attention.
Data models and reporting
One regional view with secure council-level access
The platform supports several reusable data models covering property and building information, retrofit projects, measures and interventions, programme status and delivery milestones, council and delivery-partner submissions, smart-meter readings, environmental telemetry, indoor-air-quality and temperature monitoring, building-performance indicators, and data-quality and submission exceptions.
A comprehensive programme dashboard brings these models together into a consistent reporting experience. Role-based access controls ensure that each council can access its own detailed information, while authorised regional users can view aggregated performance across the entire programme. This gives local teams relevant operational insight without creating separate, inconsistent reporting solutions for each authority.

Reduced manual validation
Automated quality controls and standardised ingestion patterns are estimated to have reduced recurring manual validation effort by roughly 50-60%. Analysts can focus on identified exceptions rather than repeatedly reviewing complete submissions.
Faster programme reporting
Reporting preparation that previously required several days of consolidation and reconciliation can now be supported in under a working day, subject to the timely receipt of source data.
Greater submission completeness
Standardised structures, clearer validation feedback and automated exception identification have contributed to an estimated 15 to 20 percentage-point improvement in submission completeness, with key datasets reaching more than 90%.
Consistent reporting across seven councils
The platform supports a common regional model while retaining appropriate council-level data separation, reducing the risk of each authority developing different definitions, calculations and reporting processes.

Curated outputs can be traced back to their originating source submissions, improving confidence in reported figures and making reconciliation easier.
More frequent insight
Formal programme reporting can be refreshed monthly, while selected smart-meter, telemetry and monitoring datasets can be processed daily or more frequently where source availability permits.
